Modi's 'deliberate abuses' designed to turn the poll into a Hindu-Muslim slugfest

By Sukla Sen*
["Tum use chhinane ki baat kar rahe ho apne manifesto mein. Gold le lenge, aur sabko vitrit kar denge. Aur pehele jab unki sarkar thi to unhone kaha tha, ki desh ki sampatti par pehela adhikar Musalmano ka hai. Iska matlab, ye sampatti ikhatti karke kisko batenge…..jinke jyada bacche hai unko batenge…Ghuspaithiyo ko batenge. (Re: video above, 28.39 to 29.54 mins.)
English translation:
"You [Congress] are referring to grabbing of that [gold and property] in your manifesto…They will take the gold and distribute it to all. When their [Congress] government was there, they had said that Muslims have the first right over country’s property. Whom they [i.e. Congress] will distribute to after accumulating the property? They will give to people who have more children … will your hard earned money be given to infiltrators… Do you accept it? This is what congress manifesto says that gold of mothers and sisters will be accounted, searched and inquired and then it will be distributed.. to Muslims, whom Manmohan Singh ji had said has the first right over property. Brothers and sisters, this is urban Naxal mentality… my mothers and sisters, they [Congress] will not even leave your mangalsutra.”
That's, unmistakably, the theme song:
"How so very nauseating!
How so very toxic!
How so very chilling!"

Just think of it that it's coming out of the mouth -- yeah, "mouth" -- of the Prime Minister of the country! (In order to make sense, also watch here.)
And, forget not, it's just a part of the "trailer".
But that's, in a way, a bit reassuring too?
If this stinking and putrid venom is meant to do the magic of Pulwama-Balakot this time, then it probably also shows the sense of deep insecurity despite all the rosy (manufactured?) opinion surveys?
In this context, what Manmohan Singh had actually said is: "I believe our collective priorities are clear: agriculture, irrigation and water resources, health, education, critical investment in rural infrastructure, and the essential public investment needs of general infrastructure, along with programmes for the upliftment of SC/STs, other backward classes, minorities and women and children. The component plans for Scheduled Castes and Scheduled Tribes will need to be revitalized. We will have to devise innovative plans to ensure that minorities, particularly the Muslim minority, are empowered to share equitably in the fruits of development. They must have the first claim on resources. The Centre has a myriad other responsibilities whose demands will have to be fitted within the over-all resource availability."
(Look up here, and for the video clip of the complete speech pleading for "sustainable (and equitable) development" click here.
Let's also, in this context, look up what ground rules the Model Code of Conduct, now in force all over the country, has laid down for the conduct of the poll campaigns:
I. No party or candidate shall include in any activity which may aggravate existing differences or create mutual hatred or cause tension between different castes and communities, religious or linguistic.
II. There shall be no appeal to caste or communal feelings for securing votes.
(Ref.: Paras 1.1 and 1.3 click here.)
And the Election Commission itself, only on this March 1st in the run-up to the launch of the current election process, in a routine exercise, had asked parties and their leaders "to refrain from seeking votes on the basis of caste, religion and language."
What a nasty joke!
So, to sum up, Modi was just not spewing routine Sanghi venom, he was also deliberately dishing out a bundle of blatant lies.
1. Manmohan Singh's speech has very much been grotesquely distorted.
The former Prime Minister, in his speech, had specifically listed out "SC/STs, other backward classes, minorities and women and children" as those disadvantaged deserving special attention. And pretty much in sync with that flow of speech he had loftily pronounced that Muslims, in particular, "must have the first claim on resources" so as to ensure that they "are empowered to share equitably in the fruits of development."
Apparently, in acknowledgement of the sorry state of affairs with the bulk of Indian Muslims as had vividly been brought out and highlighted, over six years back, by the Sachar Committe appointed by the UPA Government at the beginning of its first term (click here). No whatever talk of depriving any other disadvantaged sections -- let alone women -- to benefit Muslims. Not by the furthest stretch.
2. Similarly, the Congress manifesto promises caste survey to find out the numbers and also the pattern of assets and wealth distribution among various castes so as to devise appropriate measures to ensure social justice. This is commitment having particularly the OBCs in mind.
Election Commission had asked parties and their leaders to refrain from seeking votes on the basis of caste, religion and language. What a nasty joke!

Nowhere it talks of snatching away the ornaments, let alone the mangalsutras, of any women. Again a grotesque distortion.
3. This is nothing entirely new.
He had employed essentially the very same trick at least once in the recent past.
On December 10 2017, the day after the first phase of two-phase polling of then ongoing poll campaign for the Gujarat assembly, he quite out of the blue in a public meeting in Palanpur (click here to see video: 12.23 - 16.23 mins) levelled the grave charge of treason against various Congress leaders, including the preceding Prime Minister Manmohan Singh, on the ground that they have confabulated and conspired with senior functionaries from Pakistan to install (now deceased) Congress leader Ahmed Patel as the Chief Minister of the State.
Interestingly, while the charge was announced from a public platform -- by the incumbent Prime Minister of the country and no less, no legal-administrative action would follow, just none. The stunned Congress resorted noisy protests and, eventually, Arun Jaitley, on his behalf, would drop the charge on the floor of the Rajya Sabha, just over a fortnight thereafter, tendering a half-apology (click here to see video).
But, by that time, the Gujarat poll process was well over, and the intended purpose very much served.
So, hurling of wild and even absurd charges against his adversaries to gain political advantages, while occupying the august seat of the Prime Minister of the country, is a sort of his signature style.
4. Apart from mouthing absurd lies, he has also, in his speech, identified all -- to be sure, all --Indian Muslims as "infiltrators" and producers of too many kids.
5. The implications are too ominous. It shows he can go how low and how casually.
Moreover, the demonetisation, without any meaningful consultation either with the RBI Chairman and his Economic Advisor, and even more than that the Balakot air raid -- the only such air raid against a nuclear power till date -- have amply demonstrated that he is in no way a risk-averse person. In fact, far from that.
6. Protests have been and are being lodged with the Election Commission of India and even FIRs are being filed by a number of individual citizens, civil society organisations and political parties including Congress, CPIM, CPI(ML).
7. A moment of adversity, quite often, also is a potential moment of opportunity.
Of course, Modi's deliberate abuses are very much designed to turn the poll into a Hindu-Muslim slugfest.
The opportunity offered by this latest spurt of nastiness, and the public outrage that it has triggered, has got to be explored to the fullest while carefully averting the alluring trap laid by him.

A comrade in culture and controversy: Yao Wenyuan’s revolutionary legacy

By Harsh Thakor*  This year marks two important anniversaries in Chinese revolutionary history—the 20th death anniversary of Yao Wenyuan, and the 50th anniversary of his seminal essay "On the Social Basis of the Lin Biao Anti-Party Clique". These milestones invite reflection on the man whose pen ignited the first sparks of the Great Proletarian Cultural Revolution and whose sharp ideological interventions left an indelible imprint on the political and cultural landscape of socialist China.

Two more "aadhaar-linked" Jharkhand deaths: 17 die of starvation since Sept 2017

Kaleshwar's sons Santosh and Mantosh Counterview Desk A fact-finding team of the Right to Feed Campaign, pointing towards the death of two more persons due to starvation in Jharkhand, has said that this has happened because of the absence of aadhaar, leading to “persistent lack of food at home and unavailability of any means of earning.” It has disputed the state government claims that these deaths are due to reasons other than starvation, adding, the authorities have “done nothing” to reduce the alarming state of food insecurity in the state.

Epic war against caste system is constitutional responsibility of elected government

Edited by well-known Gujarat Dalit rights leader Martin Macwan, the book, “Bhed-Bharat: An Account of Injustice and Atrocities on Dalits and Adivasis (2014-18)” (available in English and Gujarati*) is a selection of news articles on Dalits and Adivasis (2014-2018) published by Dalit Shakti Prakashan, Ahmedabad. Preface to the book, in which Macwan seeks to answer key questions on why the book is needed today: *** The thought of compiling a book on atrocities on Dalits and thus present an overall Indian picture had occurred to me a long time ago. Absence of such a comprehensive picture is a major reason for a weak social and political consciousness among Dalits as well as non-Dalits. But gradually the idea took a different form. I found that lay readers don’t understand numbers and don’t like to read well-researched articles. The best way to reach out to them was storytelling. As I started writing in Gujarati and sharing the idea of the book with my friends, it occurred to me that while...

What's behind Donald Trump's 'narco-state' accusation against Venezuela

By Manolo De Los Santos  The US government has revived its campaign to label Venezuela a "narco-state", accusing its top leadership of drug trafficking and slapping hefty bounties on their heads for capture. This campaign, which only momentarily took a backseat, is a strategic fabrication, not a factual assessment. This accusation, particularly amplified under the Trump Administration, is a calculated smokescreen to justify a long-standing agenda: the overthrow of the Venezuelan government and the seizure of its vast oil and mineral resources. A closer examination of the facts reveals a country that has actively fought drug trafficking on its own terms and a US government with a clear and consistent history of destabilizing independent countries in Latin America.

New RTI draft rules inspired by citizen-unfriendly, overtly bureaucratic approach

By Venkatesh Nayak* The Department of Personnel and Training , Government of India has invited comments on a new set of Draft Rules (available in English only) to implement The Right to Information Act, 2005 . The RTI Rules were last amended in 2012 after a long period of consultation with various stakeholders. The Government’s move to put the draft RTI Rules out for people’s comments and suggestions for change is a welcome continuation of the tradition of public consultation. Positive aspects of the Draft RTI Rules While 60-65% of the Draft RTI Rules repeat the content of the 2012 RTI Rules, some new aspects deserve appreciation as they clarify the manner of implementation of key provisions of the RTI Act. These are: Provisions for dealing with non-compliance of the orders and directives of the Central Information Commission (CIC) by public authorities- this was missing in the 2012 RTI Rules. Non-compliance is increasingly becoming a major problem- two of my non-compliance cases are...

1857 War of Independence... when Hindu-Muslim separatism, hatred wasn't an issue

"The Sepoy Revolt at Meerut", Illustrated London News, 1857  By Shamsul Islam* Large sections of Hindus, Muslims and Sikhs unitedly challenged the greatest imperialist power, Britain, during India’s First War of Independence which began on May 10, 1857; the day being Sunday. This extraordinary unity, naturally, unnerved the firangees and made them realize that if their rule was to continue in India, it could happen only when Hindus and Muslims, the largest two religious communities were divided on communal lines.

Ground reality: Israel would a remain Jewish state, attempt to overthrow it will be futile

By NS Venkataraman*  Now that truce has been arrived at between Israel and Hamas for a period of four days and with release of a few hostages from both sides, there is hope that truce would be further extended and the intensity of war would become significantly less. This likely “truce period” gives an opportunity for the sworn supporters and bitter opponents of Hamas as well as Israel and the observers around the world to introspect on the happenings and whether this war could have been avoided. There is prolonged debate for the last several decades as to whom the present region that has been provided to Jews after the World War II belong. View of some people is that Jews have been occupants earlier and therefore, the region should belong to Jews only. However, Christians and those belonging to Islam have also lived in this regions for long period. While Christians make no claim, the dispute is between Jews and those who claim themselves to be Palestinians. In any case...
