Going to Presidential polls, 28% MPs, MLAs say they face serious criminal cases

Presidential Election, 2022: Analysis of criminal background, financial, and gender details of MPs/MLAs voters by Association for Democratic Reforms (ADR) and National Election Watch (NEW):

Association for Democratic Reforms (ADR) and National Election Watch (NEW) have analyzed 4759 out 4809 affidavits of all sitting MPs & MLAs. It includes 768 out of 776 affidavits of MPs and 3991 out of 4033 MLAs from all the states of India. They collectively form the Electoral College, who will be voting for the Presidential Election on 18th July, 2022 to elect the new President of India. Based on the number of votes these 4759 MPs/MLAs can cast, ADR and NEW have analysed 1074364 out of 1086431 votes.

MPs/ MLAs with Criminal Cases:

Out of the 4759 MPs/MLAs analysed, 2030 (43%) members have declared criminal cases against themselves in a selfsworn affidavit filed with the ECI before their most recent elections. 236 (44%) out of 542 Lok Sabha MPs, 71(31%) out of 226 Rajya Sabha MPs and 1723(43%) out of 3991 MLAs (all state assemblies / UTs) analysed have declared criminal cases against themselves.

MPs/ MLAs with Serious Criminal Cases:

Out of the 4759 MPs/MLAs analysed, 1316 (28%) members have declared serious criminal cases against themselves in a self-sworn affidavit filed with the ECI before their most recent elections. 157 (29%) out of 542 Lok Sabha MPs, 37(16%) out of 226 Rajya Sabha MPs and 1122(28%) out of 3991 MLAs (all state assemblies / UTs) analysed have declared serious criminal cases against themselves.

MPs/MLAs who have declared cases related to murder:

61 out of 4759 MPs / MLAs analysed have declared cases related to murder (IPC Section - 302) against themselves. Out of 542 Lok Sabha MPs analysed, 10 MPs have declared cases related to murder against themselves. Out of 226 Rajya Sabha MPs analysed, 2 MPs have declared cases related to murder and out of 3991 MLAs (all state assemblies / UTs) analysed, 49 MLAs have declared cases related to murder

MPs/MLAs who have declared cases related to attempt to murder:

223 out of 4759 MPs/ MLAs analysed have declared cases related to attempt to murder (IPC Section- 307). Out of 542 Lok Sabha MPs analysed, 29 MPs have declared cases related to attempt to murder. Out of 226 Rajya Sabha MPs analysed, 4 MPs have declared cases related to attempt to murder and out of 3991 MLAs (all state assemblies / UTs) analysed, 190 MLAs have declared cases related to attempt to murder.

Tainted Votes:

Based on the number of votes that these tainted MPs/MLAs are entitled to cast, a total of 472477 votes (44%) out of 1074364 votes analysed are of MPs/MLAs who have declared criminal cases against themselves.
For Lok Sabha, 165200 (44%) out of 379400 votes analysed are of members who have declared criminal cases against themselves. For Rajya Sabha, 49700 (31%) out of 158200 votes analysed are of members who have declared criminal cases against themselves.
For all state assemblies / UTs, 257577 (48%) out of 536764 votes analysed are of members who have declared criminal cases against themselves. Among the state assemblies, based on the number of tainted MLAs, the maximum number of tainted votes are from Uttar Pradesh which has 42640 (51%) out of 83824 votes analysed, of the members who have declared criminal cases against themselves.

Crorepati MPs/MLAs:

3843 (81%) out of 4759 MPs/ MLAs analysed are crorepatis as per their self-sworn affidavits submitted to the ECI at the time of nomination for contesting elections. 477 (88%) out of 542 Lok Sabha MPs, 197(87%) out of 226 Rajya Sabha MPs and 3161(79%) out of 3991 MLAs (all state assemblies / UTs) analysed are crorepatis.

Crorepati Votes:

Based on the number of votes these crorepatis MPs/MLAs are entitled to cast, a total of 84% or 904289 out of 1074364 votes analysed are of MPs/MLAs who are crorepatis.

Women Representation

Out of the total 4759 MPs/MLAs who are entitled to vote in the upcoming Presidential Election, only 477(10%) are women. Based on the number of votes the MPs/MLAs are entitled to vote, 130304 (13%) out of 1074364 are women votes.
Among MPs, Lok Sabha has 56700 (15%) votes out of 379400 from 81 women MPs and Rajya Sabha has 21700 (14%) out of 158200 votes analysed from 31 women MPs. Among State assemblies, Uttar Pradesh has the maximum amount of women votes with 9776 votes out of 83824 (47 out of 403 MLAs) followed by West Bengal with 6191 votes out of 44394 (41 out of 294 MLAs) and Bihar with 4498 votes out of 41693(26 out of 241 MLAs).
