Floods highlight 'infrastructure deficiencies' and sluggish response in Arunachal Pradesh

The devastating floods and landslides that have struck Arunachal Pradesh once again reveal a familiar reality: natural disasters may be inevitable in the eastern Himalayas, but the scale of disruption is shaped by the state's preparedness, the resilience of its infrastructure, and the speed of its response. While the government has launched relief operations and announced financial assistance, these efforts have come only after many communities had already endured isolation, damaged homes, disrupted livelihoods, and uncertainty.
Arunachal Pradesh's geography presents undeniable challenges. Steep mountains, fragile slopes, intense monsoon rainfall, and seismic activity make infrastructure development more difficult and more expensive than in many other parts of India. These realities should not be underestimated. However, they also make resilient infrastructure a necessity rather than a luxury. When the same roads are repeatedly washed away, when bridges become impassable almost every monsoon, and when entire communities can be cut off for days, questions about long-term planning and execution become unavoidable.
One of the most pressing concerns is the recurring failure of transport infrastructure. Numerous villages remain dependent on a handful of highways and district roads. A single landslide can sever access to food supplies, medical care, emergency services, and markets. For residents living in remote districts, disaster often begins not with floodwaters entering their homes but with the disappearance of the only road connecting them to the outside world. Such vulnerabilities have been recognized for years, yet the pace of building durable, climate-resilient infrastructure has often failed to match the urgency of the problem.
The government's disaster response has demonstrated both strengths and weaknesses. Emergency personnel, local officials, police, disaster-response teams, and volunteers have worked under difficult conditions to restore connectivity and deliver relief. Their efforts deserve recognition. Nevertheless, public frustration has focused less on the dedication of frontline workers than on the broader administrative system, which repeatedly appears to react after disasters rather than anticipate them. Delays in clearing roads, restoring communications, assessing damage, and delivering relief to isolated communities have reinforced perceptions that emergency preparedness remains inadequate.
Another persistent issue is the uneven distribution of relief. Mountainous terrain undoubtedly complicates logistics, but the experience of residents in remote settlements often differs sharply from that of those living closer to district headquarters or major highways. Communities that remain inaccessible for prolonged periods may understandably question whether disaster-response mechanisms are sufficiently equipped to serve all citizens equally. Even when delays are caused primarily by geography, inadequate transport infrastructure magnifies those delays and deepens public dissatisfaction.
The economic consequences extend far beyond the immediate disaster. Farmers struggle to transport produce to markets. Daily wage earners lose income as construction projects and businesses come to a standstill. Tourism suffers from damaged roads and safety concerns. Essential goods become more expensive as transportation costs rise. Each disruption compounds existing developmental challenges, particularly in rural areas where economic opportunities are already limited.
These recurring crises also raise important questions about infrastructure quality and maintenance. Large investments in highways and bridges have been announced over the years, yet recurring monsoon damage suggests that greater emphasis is needed on engineering standards, slope stabilization, drainage systems, preventive maintenance, and climate-resilient construction techniques. Infrastructure should not merely reconnect communities after disasters; it should be designed to withstand them.
Equally important is the need for stronger disaster preparedness. Effective early-warning systems, pre-positioned emergency supplies, regular maintenance of vulnerable road sections, improved communication networks, and locally trained disaster-response teams can reduce both human suffering and economic losses. Waiting until roads collapse before mobilizing major resources is neither efficient nor sustainable.
To be fair, the state government cannot solve these problems alone. Arunachal Pradesh's difficult terrain demands sustained financial support from the Union Government, close coordination among agencies, and long-term investment extending well beyond emergency relief packages. However, continued reliance on post-disaster assistance cannot substitute for comprehensive planning that reduces disaster risk before each monsoon arrives.
The recurring floods and landslides should serve as a reminder that resilience is built long before disaster strikes. Citizens deserve infrastructure capable of withstanding predictable seasonal hazards, transparent and timely relief mechanisms, and development policies that place long-term resilience above short-term repairs. Until these structural issues are addressed, each monsoon risks becoming another cycle of destruction, emergency response, reconstruction, and renewed vulnerability.
For Arunachal Pradesh, breaking this cycle will require more than promises and emergency funding. It will require sustained political commitment, better project execution, stronger maintenance of public infrastructure, and a disaster-management strategy that prioritizes prevention as much as response. Only then can the state begin to reduce the recurring human and economic costs that have become an unfortunate feature of every monsoon season.
