Prime Minister Narendra Modi’s Independence Day address should be read less as a catalogue of announcements than as an invitation to examine India’s next development challenge. That challenge is capability.
India has spent decades building scale: a vast digital economy, expanding infrastructure, a globally significant services sector, growing manufacturing capacity and one of the world’s largest pools of technical talent. The question for the next two decades is different: can India convert that scale into technological depth, higher productivity, intellectual property, globally competitive companies and greater strategic autonomy?
This is why the emphasis on accelerating change over the coming years matters. India may have set 2047—the centenary of Independence—as its milestone for becoming a developed country, but many of the capabilities required to get there cannot be created in the final years before that deadline. Scientists take years to train. Semiconductor ecosystems take decades to mature. Manufacturing clusters require sustained investment. Energy infrastructure has long development cycles. Research institutions are built across generations. Globally competitive companies rarely emerge overnight.
2047 may be the destination. The capability-building window is much closer.
The framework of Shakti Ki Saptadhara—manufacturing; agriculture and food processing; technology and innovation; infrastructure; defence; the green and blue economy; and India’s soft power—captures the breadth of the development agenda. But its real significance lies in recognising that these are no longer independent policy domains.
Modern manufacturing depends on semiconductors, artificial intelligence, robotics, reliable energy, skilled workers and efficient logistics. Agriculture increasingly depends on technology, processing, cold chains, branding and international market access. Defence depends on electronics, software, autonomous systems and advanced materials. The energy transition depends on critical minerals, storage, grids and industrial capacity.
India therefore needs more than successful sectoral programmes. It needs an interconnected national innovation and production system in which research, talent, infrastructure, capital, manufacturing and markets reinforce one another. That is what separates economies that merely participate in global value chains from those that shape them.
The announcement that one crore young Indians will be trained in artificial intelligence within one year provides perhaps the clearest example of both the scale of India’s ambition and the importance of execution.
Ten million people is an extraordinary target. But the critical question is not how many people complete an AI course. It is what they can do when they finish.
AI literacy will increasingly be necessary across professions, but literacy alone will not make India an AI power. India needs a talent pyramid. Millions should understand how to use AI productively and responsibly. Above that, India needs developers capable of integrating AI into products and businesses; engineers who understand machine-learning systems, data and deployment; and, at the strategically critical end, researchers, model builders and entrepreneurs capable of advancing the technology itself.
The progression should be from AI literacy to AI application, AI engineering and AI research, and ultimately to intellectual property, products and globally competitive companies.
A country can have hundreds of millions of AI users while remaining dependent on technologies developed elsewhere. India’s ambition should therefore not simply be to create the world’s largest AI-trained population. It should be to create one of the world’s deepest AI capability bases.
The same distinction applies to manufacturing. A country can manufacture sophisticated products without owning the designs, technologies or intellectual property responsible for much of their value.
India should continue attracting global manufacturing. Participation in international supply chains brings investment, employment, technology and market access. But the strategic objective should be to move progressively from making products in India to designing, engineering and owning the intellectual property behind them, while building global brands from India.
This is not an argument for protectionism. It is an argument for moving up the value chain. As incomes rise and automation expands, competitiveness will increasingly come from productivity, engineering excellence, intellectual property, innovation and brand strength.
India’s semiconductor push illustrates the challenge. Fabrication plants matter, but semiconductor capability cannot be measured simply by counting fabs. The industry includes chip architecture, design, specialised materials, manufacturing equipment, fabrication, advanced packaging, testing, research talent and downstream electronics.
The same applies to artificial intelligence. Data centres are not AI sovereignty. Compute is necessary, but so are data, models, engineering talent, research institutions, evaluation capabilities, applications, intellectual property and companies capable of commercialising innovation.
Strategic capability is built through ecosystems, not isolated projects.
Perhaps India’s most important capability gap is less visible: the machinery that converts knowledge into economic value.
India has strong scientists and engineers, respected universities, major corporations, ambitious startups, public research institutions and a vast domestic market. But these components do not always connect efficiently.
A research paper does not automatically become intellectual property. A patent does not automatically become a product. A prototype does not automatically reach manufacturing.
The progression from research to prototype, validation, intellectual property, commercialisation, manufacturing and global scale requires institutions capable of supporting each transition.
We traditionally think about infrastructure as roads, railways, airports, ports and electricity. The next stage requires another category: institutional infrastructure for innovation.
Researchers need easier pathways to industry. Universities need stronger technology-transfer mechanisms. Startups need access to laboratories, compute and scientific infrastructure. Public procurement should create credible pathways for promising Indian technologies to demonstrate themselves at scale.
India does not lack ideas. The challenge is reducing the friction between idea and impact.
This is also where the idea of Atmanirbharta needs to be understood carefully. Supply chains once optimised almost entirely for cost and efficiency are increasingly being reconsidered through the lenses of resilience and national security. Energy, chips, compute, critical minerals and advanced technologies can all become sources of strategic vulnerability.
But Atmanirbharta should not be confused with isolation. India’s growth depends on global markets, investment, technology partnerships, scientific collaboration and international supply chains.
The objective should be global integration without excessive strategic dependence. India does not need to produce everything domestically. It does need sufficient technological knowledge, domestic capacity and diversified partnerships in critical sectors to preserve freedom of action when global conditions change.
A major economy does not only produce GDP. It produces institutions and companies capable of competing globally.
The United States built technology platforms. Germany built industrial champions. Japan and South Korea created manufacturing brands recognised around the world. India has already produced globally significant companies, particularly in technology services, pharmaceuticals, financial services and industry.
The next challenge is to create more companies that define categories rather than merely compete within them. Some may emerge from AI. Others may come from biotechnology, robotics, defence technology, advanced manufacturing, clean energy or semiconductors.
Trade agreements can expand their markets, but market access is not competitiveness. Markets can be opened by policy. They can only be won by capability.
India’s young population is frequently described as its greatest advantage. It can be. But demographics provide an opportunity, not a guarantee.
A young population becomes a demographic dividend only when people are healthy, educated, skilled and productively employed. The relevant metric therefore cannot simply be how many people enter training programmes. It must be what people can actually do afterwards.
India will need millions capable of working effectively with AI, but it will also need a smaller group of world-class researchers, engineers and entrepreneurs capable of advancing it. Mass skilling and frontier capability are both necessary, but they should not be confused.
This is ultimately the larger question raised by Modi’s Independence Day address. GDP will remain an essential measure of India’s development, but it cannot be the only one.
As India approaches the centenary of Independence, we should also ask whether Indian researchers can create frontier technologies; whether universities can convert knowledge into globally significant intellectual property; whether Indian companies can build products that define global markets; whether India can manufacture strategically important technologies competitively; whether its young people can compete for the most sophisticated jobs in the global economy; and whether the country can remain deeply connected to the world while retaining the ability to make independent strategic choices.
These are tests of national capability.
And capability cannot be manufactured at the last minute.
Scientists take years to develop. Semiconductor ecosystems take decades. Energy infrastructure requires long investment cycles. Manufacturing clusters mature over time. Research institutions are built across generations. Globally competitive companies require patient institution-building.
India cannot wait until 2047 to build Viksit Bharat. The capabilities required in 2047 must be built now.
The first great project of independent India was nation-building. As India approaches its centenary, the next phase must be capability-building at national scale: developing human capital, creating knowledge, converting knowledge into technology, turning technology into products, manufacturing competitively, building globally relevant companies and preserving strategic autonomy.
2047 is the milestone. The decisions that will determine whether India reaches it are being made now.
