Food security: Delhi HC asks state govt to file reply on "failure" to implement greivances mechanism

The Delhi High Court has issued notice following a contempt petition against the Delhi government's failure to implement directions on grievance redress under the National Food Security Act (NFSA).
The petition was filed by the Delhi Rozi Roti Adhikar Abhiyan for the state government "failure" to comply with the directions of the High Court given in September 2017 regarding implementation of grievance redress and accountability measures under NFSA.
Giving time till March 5, 2019 to the government to file its reply, the High Court in September 2017, while hearing a PIL on the difficulties faced by people in accessing their entitlements under NFSA (due to Aadhaar being made mandatory) took cognisance of the non-implementation in Delhi of provisions related to grievance redress under the NFSA.
The High Court had stated that they were appalled to note the failure of the Delhi government to promulgate rules under the NFSA, including those related to transparency, grievance redress and accountability provisions despite passage of more than 3 years of the enactment of the law. Proper implementation of the NFSA is crucial to ensure food security for the poor and marginalised, it had added.
